There are a few stand out names in the world of props, costumes and models, and their opinions are of extremely high value when it comes to finishing PVC pipe projects. I just found this discussion on priming, painting and finishing PVC, and some of the commentors here make this information rock solid in its reliability.  One in particular, Volpin, is an amazing fabricator of all materials, and once you see his work, you can't argue with his advice. The conversation between amateurs and professionals sheds a lot of light on the PVC finishing process.  I certainly know more now than I did before I read this.
These guys get into the proper grits of sand paper, the right adhesion promoters and primers, and more.  The examples of their work are testaments to the reliability of their words, even if they're not in the same field as you.
